Legislative Principles

  1. We support the right of every American citizen to vote in all local, state and national elections.
  2. We support uniform standards for conducting secure, open and accurate federal elections.
  3. We support increased transparency during all stages of the initiative process and a weekly disclosure of contributions to initiative campaigns.
  4. We support honest, fair and transparent campaigns and media equity for national candidates.
  5. We support enacting instant runoff voting to determine a majority winner in a single election wherein the voter’s choices are ranked.
  6. We oppose any ballot measure or legislative act that inhibits workers rights to a collective political voice.

Action Items

  1. We support the right of every American citizen to vote in all local, state and national elections.
    1. Support a U.S. Constitutional Amendment for the Right to Vote, such as HJR 28. (The BCDCC & DOP resolutions in 2005.)
    2. Support election day voter registration.
    3. Support federal legislation to restore voting rights of all ex-felons.
    4. Double majority requirements are inherently undemocratic and should be eliminated, so that elections are decided only by those who vote.
    5. Prohibit precincts from being split between legislative or congressional districts.
    6. Local district reapportionment should be done during odd numbered years.
  2. We support uniform standards for conducting secure, open and accurate federal elections.
    1. Require voter-verified paper receipts that serve as the official record.
    2. Multi-partisan chain of custody and supervision for all ballots/receipts once received by the elections office must be allowed on request.
    3. Require any mandatory audits be based on standard statistical sampling methods.
    4. Require security against any electronic tampering.
    5. Prohibit immediately the acquisition of new systems that do not provide for the above safeguards.
    6. Support other safeguards currently in HR 550 and S450 (of 2005).
    7. Require all source code for electronic voting machines be available and auditable by impartial election officials.
    8. Federal requirements and procedures must have full federal funding.
  3. We support increased transparency during all stages of the initiative process and a weekly disclosure of contributions to initiative campaigns.
    1. Increase the number of signatures required on petitions for constitutional amendments.
  4. We support honest, fair and transparent campaigns and media equity for national candidates.
    1. Support the enactment of public funding of all state and federal election campaigns.
    2. Eliminate corporate donations on all levels.
    3. Require all material and paid advertisement from political committees and 527s to contain the names of the committee and its officers.
    4. Support requiring broadcasters to provide free airtime to all candidates as a condition of their FCC license.
    5. Put the League of Women Voters in charge of national presidential debates.
    6. We support the right of any presidential candidate on state ballots to participate in the aforementioned presidential debates
    7. We support a schedule change in the presidential primary system to increase fairness in geographic and demographic representations.
    8. Reinstate the Oregon Income Tax check off for contributions to major and minor political parties.

    1. Repeal all Federal Hatch Act restrictions on off-duty political activity.
